Amazon shifts OTDR penalties from account-wide to listing-specific

Amazon is changing its On-Time Delivery Rate (OTDR) deactivation logic for seller-fulfilled accounts, effective February 28, 2026. Previously, falling below 90% OTDR triggered the simultaneous deactivation of all seller-fulfilled listings.

What changed

Under the new system, only listings with the greatest negative impact on your rate will be deactivated, while others remain active. However, the all-or-nothing model still applies if OTDR is significantly below 90% or for repeat violations.

For shipping protection, three elements must run simultaneously: Shipping Settings Automation (SSA), Automated Handling Time (AHT), and an OTDR-protected label purchased through Amazon Buy Shipping or Veeqo. If a listing is deactivated, the reinstatement path is now direct via Account Health > Other Policy Violations > Order Performance.
