Maryland sets an aspirational 50% local-news advertising procurement goal
Maryland’s 16 October executive order sets an aspirational 50% goal for state-agency advertising procurement going directly to eligible local news organisations.

What changed
Maryland’s Executive Order 01.01.2026.20 asks state agencies to structure advertising procurement towards an aspirational goal: 50% of the total dollar value of their advertising contracts going directly to eligible Maryland news organisations. The Governor’s official executive-order listing dates the order to 16 October 2026. The order says it takes effect immediately.
The scope matters. This concerns state-agency procurement, rather than a requirement for private advertisers to move half their budgets. The target is aspirational, not a guaranteed allocation to any publisher. The order also prioritises outlets serving underserved communities where feasible and provides exceptions for contracts primarily reaching audiences outside Maryland, including tourism and recruitment.
Two implementation dates give buyers and publishers something concrete to monitor. The Department of General Services is to produce an eligible-outlet list by 1 November, followed by procurement guidance from the Office of State Procurement by 1 December. Eligibility is defined in the order; a Maryland address alone should not be treated as proof that an outlet qualifies.
For agencies managing state advertising, PMC’s assessment is that this calls for a procurement review before a media-plan adjustment. Identify which client accounts and contracts fall within the order, then ask the responsible procurement team how the forthcoming guidance will be applied. Keep those decisions separate from private-sector campaigns managed by the same agency.
A useful planning exercise is to map the intended audience against eligible local inventory. Record the publisher, geographic coverage, available formats and proposed measurement approach. A direct local placement can serve a different communications purpose from a search campaign, so compare each option against the brief rather than assuming that a procurement target also predicts performance.
Publishers can prepare a concise evidence pack describing their reporting, audience and transparency practices, then compare it with the official eligibility requirements and published list. The immediate opportunity is to become ready for an informed procurement discussion. The order does not establish that an individual outlet will receive a contract or that a particular advertising budget has already been reassigned.
