Meta introduces WhatsApp Business Tools MCP for development and testing
Meta is rolling out WhatsApp Business Tools MCP to help coding agents set up accounts, templates and test messages. The release targets development and testing, not production sending at scale.

What changed
Meta's 15 September announcement, written by Zoë Lieberman, introduces a connection between compatible AI coding agents and the WhatsApp Business Platform. The server can help with business accounts, phone-number registration, message templates, webhooks and test messages. Access is rolling out gradually, so the announcement does not establish availability for every developer.
The workflow uses Facebook Login for Business and permission scopes. Meta says the server checks app administration and signed terms before tools run, logs invocations and requires an authenticated person for actions that change state. Account prerequisites, including payment and business verification, still apply. The announcement explicitly limits this release to development and testing workflows. It is not evidence of a production messaging service or a new advertising campaign feature.
For teams building a journey from an ad to a WhatsApp conversation, the useful question is which setup step is slowing implementation. Preparing a template, checking a callback or validating a registered test number are separate jobs. Write down the expected result for one of those jobs before assessing the agent workflow, then check that the result matches the intended account and configuration. A successful setup conversation alone does not show that the customer journey works.
Keep the integration test separate from a campaign launch. A developer can document what was configured and what was observed without assuming that template approval, message delivery or production readiness follows automatically.
