Meta Ads handling of spending-limited ad sets gets smarter
Matias Axel Ramayo has flagged a quiet but consequential Meta Ads behavioural change: when an ad within an ad set reaches its spending limit (delivery, frequency, or budget cap), Meta now redistributes the remaining budget to the higher-performing ads in the same ad set rather than splitting it equally. The change is part of Meta's broader auction-mechanic refinement and isn't formally announced.

What changed
The structural read for media buyers is that Meta is becoming more aggressive in concentrating delivery on winning creative inside ad sets: a behaviour previously associated only with Advantage+ campaign types. The change extends a similar pattern to traditional ad set structures, meaning manual ad rotation and equal-split strategies are functionally less effective than they were a quarter ago.
Why it matters for advertisers
For you, this means that Meta media buyers should plan for the new delivery pattern in test design. Worth running larger ad-set creative pools to allow Meta's algorithm to identify winners, rather than the tight 2-3 ad variant tests that have historically been the default. Particularly relevant for e-commerce and DTC, where creative volume is the differentiator at scale.
