OpenAI launches self-serve ChatGPT Ads Manager with CPC bidding
OpenAI officially launched the ChatGPT Self-Serve Ads Manager (beta) on 6 May, enabling direct campaign creation in ChatGPT for any business that signs up via ads.openai.com. What changed
CPC bidding is now live alongside the existing CPM model (which launched at $60 default CPM). Bid strength is indicated through a red/yellow/green calibration signal, with starting CPCs in the $3–$5 USD range under a second-price auction model.
The platform structure is standard: Campaign → Ad Group → Ad, familiar to anyone running Google Ads. Campaign objectives include clicks, reach, and Conversions. Ad groups use Context Hints rather than keywords: advertisers describe the conversations, topics and themes where their products may be relevant, and OpenAI matches against live ChatGPT conversation context. Bulk CSV workflows, conversion events via the OpenAI pixel, role-based access (Admin/Member/Viewer), sortable tables, and ad-level reporting (spend, average CPC, CTR) are all in place.
Conversion tracking runs via JavaScript pixel installation or Conversion API from the advertiser's backend (CAPI). An "Ask ChatGPT" button is being tested as a new ad surface.
Two constraints matter for agencies: MCC-style account structures are not supported: agencies cannot create accounts on behalf of clients, the client must open the account first and then invite the team. Eligible categories remain limited at launch: housing, employment and other regulated categories are restricted.
