What changed

A documented onboarding sequence

Google’s documentation says eligible advertisers can create an account from a Google Ads manager account and complete account and billing setup without first creating a campaign. Campaigns can be created later. This can separate administrative setup from media planning, but the workflow applies only where the advertiser is eligible.

Check the route in the relevant manager account before designing an onboarding process around it. The evidence must not be broadened into a claim that every manager account or MCC qualifies. It also does not provide complete eligibility criteria in the material supplied here.

Separate tasks with a clear hand-off

Where the route is available, billing setup and campaign creation can be assigned separately. Record who owns each stage and what must be confirmed before advertising begins, so flexibility in sequencing does not create uncertainty about launch readiness. This is an operational recommendation, not a Google requirement established by the documentation.

Google’s help material is the source for the workflow. Hana Kobzová is credited as the documentation spotter on 5 October 2026, not as the proven first-ever discoverer. That date records the spotting or coverage context and must not be described as an October product launch.

THE COLLECTIVE PERSPECTIVE

Why it matters for advertisers

Separating billing from campaign creation may simplify onboarding, provided eligibility is confirmed and the hand-off between account administration and campaign planning is explicit.

What to check next

  • Check eligibility in the relevant Google Ads manager account.
  • Assign separate owners for account and billing setup and for later campaign creation.
  • Confirm the campaign owner has the information and approvals needed before launch.
